The updated advisory includes three additional states, Delaware, Kansas, and Oklahoma, bringing the total to 19 states. The travel advisory applies to any person arriving from a state with a positive test rate higher than 10 per 100,000 residents or a state with a 10% or higher positivity rate over a seven- day rolling average.
As of July 7, 2020- there are currently 19 states total that meet the criteria for a 14 day quarantine:

UPDATED QUARANTINE ADVISORY ISSUED FOR INDIVIDUALS TRAVELING TO NEW JERSEY FROM 16 STATES
Sixteen States Include Alabama, Arkansas, Arizona, California, Florida, Georgia, Iowa, Idaho, Louisiana, Mississippi, North Carolina, Nevada, South Carolina, Tennessee, Texas, and Utah.
TRENTON – Governor Murphy today advised individuals traveling to New Jersey from eight additional states with significant community spread of COVID-19 to quarantine for a 14-day period from the time of last contact within the identified state. The travel advisory applies to any person arriving from a state with a positive test rate higher than 10 per 100,000 residents or a state with a 10% or higher positivity rate over a 7-day rolling average.
As of Tuesday, June 30, there are currently 16 states total that meet the criteria stated above: Alabama; Arkansas; Arizona; California; Florida; Georgia; Iowa; Idaho; Louisiana; Mississippi; North Carolina; Nevada; South Carolina; Tennessee; Texas; and Utah. "If an individual is traveling to New Jersey from one of these sixteen states, he or she should self-quarantine period of 14 days," said Governor Murphy.
